Synopsis:
John Foster discovers that he looks identical to architect George C. Hudson. He kills Hudson and assumes the man's life. Foster is able to fool Hudson's butler, fiancee, and even his friend Bruce Wayne. Foster uses his new identity to build secret panels into the ceilings of buildings which allow his gang to enter and rob them.

Bruce Wayne eventually realizes that Hudson is a phony when Foster pretends to have Hudson's allergic reaction to roses. However, the roses were plastic replicas. Foster then tries to kill Bruce in a burning building. Bruce is able to escape through the secret panel in the roof. Batman then tricks Foster into exposing himself and arrests the crook.
