This story originally was not titled; the title shown here was given on the contents page of Action Comics Archives Vol. 1 in which this story is reprinted.

Synopsis:
Superman saves a confessed thief from committing suicide. The man is distraught over having gambled away his money. The next day, as Clark Kent, Superman sets out to crack down on gamblers. He visits the police commissioner who refuses to act on Clark’s concerns.

Superman goes out and finds several gambling rings, destroying each. Within one of the gambling dens, a racketeer calls city hall for help against the Man of Steel. The police commissioner arrives, and Superman learns that he is on the take. Superman threatens the commissioner and the racketeers, forcing them out of town.
