Comments:
How Sargon, who originated on Earth-2, has a niece living on Earth-1 is never explained. It is conceivable that another member of Sargon's family immigated to Earth-1 when he did, as was detailed in Justice League of America #220.

Synopsis:
Barry Allen and Iris Allen attend a concert where the members of Washington Starship perform. Grace, the singer, is the niece of Sargon the Sorcerer. He has used the concert to lure the Flash into his control. Casting a spell on the music, Sargon conjures demons which attack the crowd. The Flash goes into action to save them. However, once the crowd is safe, Flash falls under Sargon's power. The mystic sends the Scarlet Speedster to the Flash Museum to retrieve his Ruby of Life. Sargon regains the ruby and escapes, but he regrets having put his niece in danger.
