This story is continued from Suicide Squad #17.

Synopsis:
Rick Flag leads the Suicide Squad to New York City where members of the Jihad are staging attacks. The team splits up to deal with the individual threats. Flag himself locates Rustam who is using his fire sword to snap the cables of a bridge leading into Manhattan. When the bridge gives way both Flag and Rustam fall into the river.

Vixen heads for Grand Central Station where a child named Badb has killed dozens of people by using her power to manipulate the emotions of others. Vixen herself falls victim to the attack, but the timely aid of Nightshade helps to subdue the child. A new female speedster named Jaculi is murdering people on fifth avenue. Deadshot is dispatched to kill her. The Duchess also kills a new version of Manticore near the Lincoln Tunnel.

The Bronze Tiger protects the mayor from Ravan who is using an exoskeleton after his back was broken during their first meeting. The Tiger destroys the power source of the exoskeleton, leaving Ravan immobile. He believes Ravan can be used in the Suicide Squad.

Elsewhere Captain Cold handles a fire thrower named Agni. He encases the terrorist in a block of solid ice. Shade battles a group of death people animated by Koshchei the Deathless. After destroying the devices turning the people into zombies, he wonders if Koshchei is also destroyed.

Finally, Captain Boomerang is dropped off atop the World Trade Center to fight an electronic djinn named Ifrit. He quickly discovers that the creature has the mind of the deceased Squad member Mindboggler. She blames Captain Cold for letting her die. Flag returns after losing Rustam in the river. He managed to get the control device from the Jihad leader to shut down Ifrit.
