This story is continued from the first story of Action Comics #332 and continues in the first story of Action Comics #335.
Perry White is still the editor of the Daily Planet in this story. Perry is shown as a senator in the next part of this story in the first story of Action Comics #335. Perry's appointment as temporary senator occurred in Superman's Girl Friend Lois Lane #62, which must take place immediately after this story.
This issue contains a feature entitled "The Many Faces of Superman" depicting different expressions of the Man of Steel drawn by Curt Swan.
Synopsis:
Luthor begins his psychological war against Superman. When other criminals attack Superman, Luthor protects him. Then he uses an illusion to make Superman appear to be a monster. After returning from a trip in outer space, Superman sees one of Luthor's robots approaching a bank. He destroys the robot only to learn that Luthor was using it to return money.
Convinced that Luthor has reformed, Superman follows Lex's directions to take a train of atomic wastes to Venus. When he returns to Earth, Superman learns that the train contained international police officers.
Metropolis calls for Superman to leave town, but they give him one more chance. When Luthor causes a blizzard in Metropolis, the Man of Steel is confused as to whether Lex is friend or foe. His indecision leads to inaction, and Luthor believes his psychological campaign has finally succeeded.
