Synopsis:
As Superboy begins handling several emergencies around Smallville, he suddenly finds that when using his powers accidents occur. The mayor orders Superboy not to fly until he can guarantee that his clumsiness problem has been fixed. The accidents were actually setup by Blimp Beagle, who uses a blimp in his crimes. With Superboy grounded, Beagle tries a series of aerial robberies. Superboy stops each of them despite being grounded. When Beagle is caught, the mayor lifts the ban, and Superboy is allowed to fly again.
