Synopsis:
A mysterious water sprite begins causing trouble near the town of Annisdale. Lois and Clark are sent to cover the story for the Daily Planet. The sprite causes a flood by breaking a levee. Superman contains the flood, but the sprite escapes.
The damage to the levee causes the people of Annisdale to demand a dam. The mayor caves in and agrees to build it. As construction begins, the sprite returns. Superman helps with the construction because workers are too scared to continue.
During his time at the dam, Superman learns that poor quality building supplies have been used to build the dam. He then plants a story in the Daily Planet to lure the sprite from hiding. When the sprite shows himself, Superman captures him, revealing the troublemaker as Kenneth Darby.
Darby used the sprite costume to convince the city to build the dam. Then his construction company could make profits by using poor quality material. When the dam failed, the sprite would be blamed again.
