Crackpot inventor Louie Dolan tries to sell his new freeze gas to the military. When they refuse, crooks steal the gas and use it in a bank robbery. Superman apprehends the crooks, and Louie's invention earns him some respect.

Louie then comes to the Daily Planet with a newly invented bomb. His invention is dismissed, and Louie is chased off. Louie then disappears. When mysterious explosions occur, Superman suspects Louie's new bomb invention might be responsible.

Lois learns that Louie is being held in a sanitarium. Clark infiltrates the facility by pretending to be crazy. He learns that Louie has been tricked by a group of fifth columnists. Superman rescues him and stops the spies. Louie and his bomb, which causes explosions from a distance, are then put to work for the government.
