Comments:
This issue is labeled as NOT an Invasion Aftermath Extra.

This story mentions that all the other super-heroes are busy. Therefore it is likely that this story takes place during the alien invasion of Earth shown in Invasion #2. Superman's appearance takes place immediately after his appearance in that story, and before he went into exile.

Synopsis:
Plastic Man returns to New York City to find the mayor waiting in his office. The mayor hires Plas to find the source of a problem which has seen large numbers of homeless people flood into the city. Before their meeting is over, the mayor is abducted by an alien robot.

Plastic Man follows the robot and attempts to save the mayor. Meanwhile, Woozy gets started on the homeless situation. The homeless are guided to Central Park where an alien ship lands. When the mayor is released, Plastic Man learns that he struck a deal with the alien to take the homeless people. However, the alien intends to take Manhattan Island too.

While Plastic Man fights the alien robots, Woozy tricks the homeless people into charging the alien ship. The ship drops Manhattan and is ripped apart by the people. Superman then arrives on the scene. He informs everyone that Manhattan was put back into place in the opposite direction. He promises to fix the problem. Plastic Man and Woozy then receive credit for stopping the alien ship.
