This story is continued from Peacemaker #3.
Synopsis:
Dr. Tzin-Tzin launches an attack on the U.S. and Soviet peace conference in Berlin. He has diverted military units from both sides by hypnotizing the commanding generals. Peacemaker helps the remaining troops and security forces protect the world leaders. He then takes to the sky where Dr. Tzin-Tzin is watching the attack from a blimp.
Meanwhile, Dominique St. Claire has been captured and taken to Dr. Tzin-Tzin's island headquarters near Greece. She escapes her cell and discovers ICBM missiles aimed at Moscow. Although she is unable to stop the launch, she is able to change the target.
Peacemaker confronts Dr. Tzin-Tzin aboard his dirigible. The terrorist leader uses his hypnotic powers against the costumed hero. However, Peacemaker's madness makes him difficult to control. The hypnosis actually forces the hero to confront long suppressed demons concerning his father. He then senses the approach of the missiles redirected by Dominique and exits the blimp before they strike.
Later, Harry Stein debriefs Dominique and Ross Llwellyn. Peacemaker has been assumed dead since he has been missing for days after the attack. Without the missile attack, Dr. Tzin-Tzin's plan to overthrow the Soviet Union has failed. Peacemaker then arrives at the meeting. He explains that he escaped safely, but needed time to think. He now seems to have his sanity restored.
