Comments:
This story occurs following the presidential ban on super-heroes issued in Legends #2.
This story continues in part in Green Lantern Corps #209.
Synopsis:
Kilowog is invited to the Soviet Union and learns about communism. He agrees to help the Russians with their Rocket Red program which intends to create a group of Soviet super-heroes.
Back in the United States, the rest of the Green Lantern Corps learn that the president has banned super-heroes. A vote is taken, and the team decides to leave the country. They soon arrive in Africa where Ub'x has been conducting evolution experiments.
When Kilowog remotely summons his power battery, the other Green Lanterns follow it. When they reach Soviet airspace, they are met by fighter jets and the first Rocket Red. Before the fight gets too far, Kilowog puts an end to it. He explains that the Soviet way is a closer match to his own ideals and wishes to stay. Katma Tui elects to go with him and learn about Russia too. Not wishing to be separated from his girlfriend John Stewart joins them.
