Synopsis:
Robotman watches as an eccentric man named Frankie sits on a rooftop and pulls off mens' hats with a fishing pole. He always returns the hats and seems harmless, until a man named Blodgett claims he was robbed. Blodgett explains that he kept money inside his hat, and Frankie has stolen it.

Robotman and Robbie chase Frankie along the docks. Frankie manages to capture Robbie and takes him hostage. Robotman is still able to catch Frankie and rescue his dog. Frankie is then sent to prison where he is given a job to catch fish.
