This story is a "Surprise Feature".

Synopsis:
Having received a letter of thanks from the Batman for capturing the Red Dart Gang, Green Arrow’s partner Speedy decides they should have a trademark symbol like Batman’s. The archers create arrowheads out of green stone as their trademark.

During their patrol, the archers catch several crooks. After each capture their arrows are mysteriously pulled away and melted by an unseen force. After completing their patrol and having no arrows remaining, Superman arrives and explains that he used his super-breath and x-ray vision to destroy the arrows because the green stone of the arrowheads was kryptonite. He was trapped in a position as Clark Kent, so he couldn’t arrive in person until now to explain the situation to Green Arrow. Green Arrow destroyed the rest of the stones to protect his friend Superman.
