Synopsis:
Bull Bailey, an extortionist, comes to Mesa City. He makes a name for himself by fighting the toughest men in town. Then he has his gang attack the local businessmen. Bailey offers his services to protect the businessmen from the outlaws.

When the sheriff tries to intervene, Bailey waits for nightfall, then sets an ambush. The sheriff is injured, so he gives Johnny Thunder a badge while he is recovering. Johnny must work inside the law to stop Bailey, but the outlaw is careful not to publicly commit crimes. Finally Johnny arrests Bailey for littering. Seeing their scheme about to fail, Bailey and his men attack Johnny. Despite being outgunned, Johnny prevails and defeats the gang within the rules of the law.
