Synopsis:
Batman breaks up a secret gambling ring headed by "Wheels" Foster. Foster manages to break jail thanks to a blown tire on a laundry truck. Foster then forms a gang and uses wheels in all his crimes. During his first such robbery, Batman and Robin try to stop him, but they are captured.

"Wheels" places them in a giant roulette wheel and uses a giant steel ball, intending to crush them. The Dynamic Duo escapes and tracks down the crook. A chase ensues with Batman finally apprehending the crook atop a ferris wheel.
