Synopsis:
Five criminals have recently tangled with individual members of the Seven Soldiers of Victory. Each claims that the Soldier they fought was too good for them. Mr. X, a criminal master of disguise, tells the men that he can defeat every member of the Seven Soldiers. The crooks place a wager on it, and Mr. X launches his plan.
Mr. X leads several local gangs in robberies designed to thwart the heroes. However, the individual Soldiers of Victory prevail in their attempts to stop the crimes. Mr. X is able to escape from each crime scene using his disguise expertise. However, when the Seven Soldiers meet they compare notes and find clues to penetrate Mr. X's disguises. They follow him back to the other crooks where they finally capture the disguise master and his gambling partners.
