Synopsis:
While a hurricane bears down on Gotham City, Batman learns that Keene Harner and his gang plan to loot the city. Batman is forced to interrupt his pursuit of Harner to handle emergencies brought on by the hurricane. Police use tanks instead of squad cars to patrol the streets during the storm. Harner's gang steals one and uses it to break into a bank vault. Batman finds the crooks and apprehends them at the bank. He returns the stolen tank, and the storm dissipates, restoring order to Gotham.
