Synopsis:
The Penguin opens a restaurant in an upscale section of Gotham City. When rich people dine in the restaurant, he gets copies of their signatures. Then he tries to have himself arrested. Batman deduces that the Penguin is trying to have the signatures forged by an incarcerated criminal. Batman and Commissioner Gordon conspire to keep the Penguin out of jail, until Batman tricks the Penguin with a phony signature. When Penguin finally gets his forgery made, the signature is incorrect, so he is arrested for fraud.
