This story is continued in part from the first story of More Fun Comics #73.

Synopsis:
Mr. Who survives his apparent demise by growing gills that allow him to breathe underwater. Once he returns to the surface he rebuilds his gang, then goes after the mayor. Doctor Fate intends to warn the mayor and arrives while Who and his men are there. He saves the mayor, but Mr. Who escapes.

Who then devises a gas to knock out Doctor Fate. When Fate raids Who's lab, the crook uses the gas. Mr. Who then goes to city hall to rob the treasury. Doctor Fate recovers and goes after Who. This time he apprehends the crook, who is unable to adapt his body after his Solution Z runs out.
