Synopsis:
Johnny and Tubby visit a restaurant that is giving away free food. Johnny is suspicious and investigates, but the chef locks him in the freezer. The customers who ate the food suddenly find that their skin has turned blue due to chemicals in the food. The chef, an evil chemist named Dr. Clever, offers to sell them the antidote for an outrageous price. Johnny Quick escapes from the freezer and stop Clever. He gives the victims the antidote, but Clever can't be arrested.

The criminal chemist then concocts a new scheme using a machine which he claims will extract gold from sea water. He sells the gold at bargain prices, but Johnny deduces that the gold is actually stolen and not created by Clever's machine. When the scientist tries to steal more, Johnny Quick stops him, but he is knocked out before he can apprehend Clever.

Having been twice foiled, Clever starts a new racket by stealing the inventions of amateur inventors. Johnny tricks him by giving him a gun that can supposedly cause explosions. When Clever tries to use the gun to rob a bank, the gun sounds an alarm which alerts the police. Johnny is then able to apprehend Clever and send him to prison.
