Synopsis:
The Director is a gang leader that plans his crimes using film to forsee potential problems. His gang is successful at evading police with the help of the film study. When Green Arrow intervenes he spoils the gang's plan and captures several of them.

The Director then studies Green Arrow, learning each of his tricks. He next uses a crime tank as a getaway vehicle that is immune to the archer's entire arsenal. Green Arrow then shoots a weather vane at the tank. The crooks are paranoid since they didn't prepare for this outcome. Fearing the arrow, they exit the tank and are easily captured. Green Arrow tells them that the arrow is harmless. The crooks' own fear caused their capture.
