Synopsis:
Superman stumbles upon a building contractor using shoddy building supplies in the construction of a new skyscraper. Superman takes the identity of Kirk Brent to expose the contractor and his supplier. Brent is hired by Benton, the contractor, but Benton believes that Brent is an inspector.

After several attempts to kill off Brent, Benton reveals his supplier, T.B. Oliver. The two men team up to try and kill Brent. They believe they have succeeded, but Superman is revealed as Brent. The two crooks are sent to prison, and Superman finishes the building with good materials.
