This story is continued from L.E.G.I.O.N. '89 #5.

Synopsis:
Once Vril Dox has taken command of the Cairn police force, he sends them after Kanis-Biz. While most of the police are corrupt and would normally desert, fear of Lobo's retribution is able to keep them on the offensive. Inside Biz's palace Garryn Bek and the others encounter Lobo. Bek insults and punches Lobo, which leads the bounty hunter to chase Bek. Strata, Stealth, the Durlan, and Lyrissa try to intervene. Eventually, Lobo gets even by breaking Bek's legs.

Meanwhile, Dox has confronts Kanis-Biz directly. He is able to get the drug lord to order his forces to stand down. They are taken into custody. Dox's police force has been seasoned by the fight and earned a new respect. Biz himself is then assassinated by Dox.
