This story marks the first chronological use of the Batmobile.

This story is continued from Legends of the Dark Knight #14.

Synopsis:
Batman and Gordon come up with a plan. Batman confronts Hugo Strange for a second time. This time he gets a recorded confession which exonerates Batman of the kidnapping of the mayor's daughter. Strange tries to run while wearing a Batman costume and is shot by police.

Gordon has deduces the identity of Night-Scourge as Maxwell Cort. Batman battles Cort and receives some timely assistance from Catwoman. Batman chases Cort into police headquarters. In a panic, Cort grabs for a weapon and is shot by police.

The mayor is grateful for the rescue of his daughter. He agrees to back off from his vendetta to stop Batman. The events help to strengthen the bonds of trust between Batman and Captain Gordon.
