Moral Stand Chapter One
Synopsis:
Members of the Committee for Social Change interrupt a city council meeting and take hostages. They believe that the police are covertly working with Wild Dog and demand that he be turned over in exchange for the hostages. Since the police do not know Wild Dog's identity, Calloway suggests to Lt. Flint that an imposter be used to stand-in for Wild Dog. Then a SWAT team can storm the building.
The real Wild Dog uses a grappling hook to reach the building roof from an adjacent building. He begins killing the terrorists. When one of them attempts to use the mayor as a human shield. Wild Dog shoots him, wounding the mayor in the arm. Once the terrorists are dead, Wild Dog exits before the police can find him.
