Ten Nights of the Beast Part 1 of 4.
This story continues in Batman #418.
Synopsis:
KGB agent Andrei Yevtushenko visits Gotham City. He meets with the CIA, FBI, and Commissioner Gordon to tell them about a rogue KGB killer known as the KGBeast who has come to Gotham City. The Beast has already murdered two men affiliated with the SDI program. Gordon wants to add Batman to the case, but the FBI refuses to allow him access.
Batman has eavesdropped on the meeting. He identifies and locates the Beast's next target Jason Greene, but he arrives too late to save the man's life. He does retrieve a list of potentional targets from Greene's files which he delivers to Gordon.
Gordon and CIA agent Ralph Bundy attempt to put the remaining targets in protective custody. They are unable to find Silvia Burrows, and they are too late to save the Beast's fourth kill, Dennis Kane. The final name on the list is the President.
