Synopsis:
Gangster Frenchy Paul has his gang attempt to assassinate District Attorney Barker during a festival parade. Barker is shot, but lives. While the D.A. is recovering Zatara is temporarily appointed to replace him.

Frenchy's gangster try to kill Zatara, but the magician outwits them. After he publicly ruins one of the gangster's schemes, Zatara is attacked and dumped in the river. He escapes, then locates Frenchy who is trying again to kill Barker. After Zatara saves the district attorney, Frenchy surrenders.
