This story originally was not titled; the title shown here was given on the contents page of Action Comics Archives Vol. 1 in which this story is reprinted.
Synopsis:
Clark Kent discovers a racketeering group called the Cab Protective League which is threatening independent cab owners. Superman stops one of their men, Pete, from killing a rival cab owner and carries him around the city. The man struggles free of Superman’s grip and falls to his death.
Two more members continue to pressure the cab owner, so Superman pressures the crooks into destroying the cabs in their own garage. The leader, Reynolds, confesses to the police and is arrested.
Using poison gas, Reynolds escapes custody and is trailed by Superman back to a cabin hide-out. Superman meets the Ultra-Humanite, Reynolds’ boss. Ultra is a cripple who claims to have developed the most agile and learned mind on Earth in an scientific experiment.
The mastermind downs Superman with a high amount of electrical charge which could kill five hundred men. The charge only knocks Superman unconscious, so Ultra and Reynolds try to using an electric saw to kill him. The saw shatters against Superman’s skin, causing a fragment of the saw to strike and kill Reynolds.
Ultra and his men flee by plane and try to burn the cabin with Superman inside. The Man of Steel awakens and escapes the cabin. He knocks the aircraft from the sky, forcing it to crash. Searching the wreckage, Ultra’s body is never found.
