Synopsis:
A customs patrolman spots two smugglers near a river on the border with Mexico. He is shot, but he leaves a clue behind identifying his killer. Green Arrow and Speedy investigate and find a fisherman. Aided by the patrolman's clue, they identify him as the smuggler.

The crooked Angler escapes from Green Arrow with his partner. However, the archer finds a clue in a fish that the smuggler used to carry stolen goods across the border. He locates the smugglers again in the mountains. The crooks catch Green Arrow, but he escapes by making a trick shot while tied up. The archer and his partner then apprehend the gang.
