Flash's origin is retold in this story with new details.

Though the ramifications of this story are controversial and often ignored, there is no evidence to dispute the fact that they are indeed part of Earth-1 continuity.

Synopsis:
While battling some jewel smugglers, Flash suddenly discovers that his protective aura has disappeared. He bursts into flames and has to dive in the water to put them out. When he gets out of the water, the crooks are gone. An impish fellow is waiting on the docks. The man calls himself Mopee and explains that he took away Flash's powers.

Mopee tells Flash that he is an initiate of the Heavenly Help-Mates. Years ago, he was ordered to give a man super-speed, so he chose Barry Allen. Mopee sent the lightning bolt that gave Barry his powers. However, in so doing, he broke a rule because the chemicals that doused him were not owned by Barry. To make up for his mistake Mopee has taken back his gift.

Flash admits that he would like to keep his powers. He works out a deal for Mopee to duplicate the accident, but this time Barry will purchase the chemicals first. Rules stipulate that Barry must earn the money as the Flash, so Mopee temporarily restores Flash's speed, allowing him to complete a deliver for money. In so doing, Flash also captures the escaped jewel smugglers.

With all the rules finally met, Mopee restores Flash's speed permanently. The imp leaves before Flash can inform him that a similar accident granted Kid Flash his powers.
