Synopsis:
Robin encounters a group of midgets exiting the Radium Institute after stealing valuable radium. Robin fails to stop them, but Batman suspects the midgets are part of a gang of crime specialists. After reading an article in the newspaper, Batman and Robin stake out a bank suspecting the specialists to strike again. This time the crooks cover the crime with a blackout and use blind bandits. Robin is captured in the fight, but Batman is able to rescue him.

Robin then tries to infiltrate the gang posing as a midget. He learns that the boss is publicist L.M. Brane. However, his cover is blown before he can tell Batman. The crooks strike at a parade, using deaf crooks who can communicate despite all the noise. Batman is on hand and is soon joined by Robin, who has managed to escape on his own. Together, the Dynamic Duo defeats the gang and expose Brane as the gang boss.
