Four Metropolis crime bosses hire the Prankster to eliminate Superman. Rather than try to kill the Man of Steel, the Prankster makes him a laughing stock. The pranks cause the public to lose respect for Superman, so he leaves town. Then the gang bosses are free to start a crime wave.

Superman deduces that Prankster was behind his humiliation. He returns to Metropolis in disguise, claiming to be the world's funniest comedian. Prankster is upset by the claim and admits to chasing away Superman. The gang bosses then try to kill Prankster, but Superman steps in. The crooks and the Prankster are all arrested, and Superman's reputation is restored.
