This story is continued in part from the first story of Aquaman #52.

Synopsis:
Agents of O.G.R.E. convince California millionaire Eliot Harlanson that California will sink into the ocean. To prevent this calamity they get him to purchase an atomic bomb to use against Atlantis. They also provide Black Manta with a new weapon to use against Aquaman to keep the Sea King occupied and inside the city. However, Aquaman overcomes Black Manta quickly and learns that he has been used as O.G.R.E.'s dupe. He then sends a giant squid to neutralize Harlanson's submarine. The government then closes in on O.G.R.E.'s agents, ending the threat.
