This story is continued from Detective Comics #575 and continues in Detective Comics #577.

Synopsis:
The Reaper manages to kill convicted crime lord Willie Golonka despite an armed police escort protecting him. Batman who has been training with a gun, informs Commissioner Gordon that he has a plan for dealing with the Reaper, but Gordon will hate him for it. When the Reaper attempts to kill mob boss Johnny Heymer, Batman intervenes and takes Heymer away. The Dark Knight brings Heymer to a council meeting with Gotham's underground leaders. He then offers to team up with them in order to stop the Reaper. The mob leaders then ask Batman to work with hired gun Joe Chill, the man who killed Thomas and Martha Wayne.
