Synopsis:
The Newsboys witness another boy, Muggsy Baker, robbing a store. When they stop him, he explains that the reformatory he escaped from is run by a man using the boys for graft. The Newsboy Legion decides to get sent to the reformatory to expose the corruption.

When they arrive, they are treated well, so they believe Muggsy lied. But the boys soon learn that the warden is merely fooling them in order to keep the Guardian from interfering. The boys get a message to their protector. He rescues them, exposing the warden, and clearing the boys’ names.
