Synopsis:
The boys of the Newsboy Legion are each elected as city officials for a day. Big Words becomes Mayor, Scrapper the Police Commissioner, Gabby the District Attorney, and Tommy the Commissioner of Sanitation.

The boys are disappointed to learn that the positions are only honorary though. However, when a gang boss, Mark Mangle, decides to use the boys for his crimes, the boys foil his men and become heroes.

For revenge, the Mark kidnaps the boys. The Guardian rescues them from danger and rounds up the rest of the gang.
