Synopsis:
Officer Jim Harper breaks up the racketeering and gambling den of "Sure Thing" Kelly. To get even, Kelly plants a bribe on Harper and frames him.

Anxious to clear the name of Harper, the Newsboy Legion searches the underworld until they learn that the bribe was planted by Dippy the Pickpocket. They kidnap him, but don’t tie him up well, so the crook escapes.

Dippy tells Kelly about the kids. Kelly tries to kill them after killing Dippy to keep him quiet. The Guardian rescues the boys, catches Kelly, and also clears his own name.
