Synopsis:
Carter Hall saves a man from being run down by a car. The man has been hypnotized by someone known as the Thought Terror. Hawkman investigates and learns that the Terror is hypnotizing people and taking their money.

Hawkman is captured and thrown into a dungeon by the Terror’s mesmerized men. He gets free with the help of Shiera. Then, using a shield as a mirror, defeats the hypnotist.
