Synopsis:
Batman helps to ease tensions between two rival street gangs led by Rap and Shades. He gets them to combine their efforts to clean up their community. The gang, now called the Brave Barons, grows tired of the unfulfilled promises of affordable housing. They decide to take over a building, wiring it to explode if authorities interfere.

Batman is called in to defuse the situation. However, the two former leaders quarrel over their next course of action. When Batman arrives Rap is dead, and Shades is the suspected killer. Batman finds Shades and exposes the real killers within the gang. The standoff ends with the guilty parties in custody.
