Synopsis:
During a parade, Kid Flash rescues a man who collapes on the street. He learns the man is an old-time actor named Dexter Myles. Myles informs Wally that two members of the festival committee have paid him to perform Shakespeare in the town square. The boy speedster remembers there is a law against public performances and is suspicious.
The two men are not committee members but bank robbers. They have used Myles as a distraction so they can break their accomplice out of jail. Kid Flash intervenes and captures the men. The publicity, the incident generates, helps Myles start a comeback.
