Synopsis:
Jimmy Olsen visits Superman’s Fortress of Solitude while Superman is away in space. He is alerted to four Kandorian criminals who have escaped from the bottled city. Jimmy uses a Red Kryptonite ray on them which causes them to change into various forms. It does not however stop them.
The criminals leave the Fortress, but are soon replaced by members of the Legion of Super-Villains. The Villains are planning to give themselves up and return to Kandor, so they can be sentenced to the Phantom Zone. They have prepared special belts that will open a hole in the Zone and allow the criminals to escape, where they can join the Super-Villains.
Jimmy is alerted to their plan by Lori Lemaris who has telepathically read the villains’ minds. Jimmy traps the villains in a fake Kandor, which Supergirl then takes into the future and turns over to the authorities there.
