Hawkgirl appears throughout this story disguised as "Blondie", a C.I.A. agent.

Hawkman returns from an untold case of the Justice League at the beginning of this story.

Synopsis:
C.A.W. agents have been stealing secrets originally stolen by enemy agents, so the C.I.A. sets up a decoy to lure them out. Hawkman observes the destruction of a camera containing the evidence, and, sorting out the CAW agents from the C.I.A., aids the latter in capturing the former. The C.I.A. had used a trained jackdaw to steal back the stolen camera, and Katar uses it to take him to their cavern hideout, with the help of a female agent. Searching records in the cave, they find the secret information is to leave the country in two minutes, hidden in a shipment of paintings. Hawkman and the agent head it off in time, and he finds the information on a color-blindness test painting. They substitute a fake message to capture the recipients on the other end of the line.

Then Hawkman reveals to the agent that he has known all along that she is actually Hawkgirl in disguise. The C.I.A. had asked for her help, and she had tried to fool her husband for fun.
