This is the first post-Crisis appearance of the Time Commander. The Earth-1 Time Commander was last seen in Brave and the Bold #69.
Synopsis:
Ellen learns that her book has been accepted for publication. To celebrate, Buddy takes her to Paris using the Justice League transporter. While in Paris, clocks suddenly stop, and time periods collide. Buddy battles a dinosaur in the streets. The Justice League joins him, and the Elongated Man deduces that the Time Commander must be responsible.
The group tracks the Time Commander to a cemetery where he is restoring the dead to life. The villain uses his hourglass to trap and delay most of the team. Animal Man simply talks to him in an attempt to show him the effects of his time manipulations. While the Time Commander is distracted, Metamorpho escapes. He breaks the hourglass, then punches the Time Commander. The effects on the time stream are reversed.
