Supergirl’s origin is briefly recapped in this story.

Synopsis:
Superman has become a menace. He is committing super-deeds which cause mass destruction in Metropolis. Although no lives are lost, Superman’s actions have made him a public enemy.

However, the real Superman is not behind the destruction. He has been replaced by Kull-Ex a Kandorian. Kull-Ex believes that his father’s life was ruined by Superman’s father Jor-El. He has sworn revenge against Jor-El’s son Kal-El and trapped him in Kandor, while he impersonates Superman to ruin his image.

Supergirl confronts the phony Superman and discovers what has happened. She frees the real Superman from Kandor and leaves to carry out a plan. Superman, still tiny in size, battles Kull-Ex in the Fortress of Solitude to distract the villain.

While he was distracted, Supergirl and Krypto have carried the Fortress into space and overtaken light rays from Krypton. The events reveal that Kull-Ex himself was responsible for his father’s ruined career, not Jor-El. Kull-Ex restores Superman to normal and makes a full confession to exonerate Superman.
