Synopsis:
The Sea Devils starts a school for junior divers. Their best student Petey Eldridge is elected into the International Sea Devils. Petey is secretly working for his older brother Roy, who blames Dane for his disfigurement.

Petey tells Roy the location of a secret storage facility for rare minerals. Roy steals the minerals and turns them over to Nazi war criminal Von Shlager. The Nazi scientist uses the minerals to create a device to enlarge plankton to giant size.

The Sea Devils encounter the giant plankton. Petey helps them protect ships threatened by the menace. Roy sees his brother and shrinks the plankton to normal. Petey then confronts his brother. Dane has followed Petey and proves that Roy manipulated his brother. Dane and Petey are captured, while Von Shlager and Roy pursue their criminal activities.

Dane and Petey escape and work together to stop Von Shlager. Roy is killed protecting his brother. After Von Shlager is apprehended, Petey is forgiven for his betrayal of the Sea Devils.
