Synopsis:
Andre's cousin Cisco from South American wants to join the Blackhawks. During his first meeting with them, he accidentally allows a costumed crook to escape. Andre convinces the team to give Cisco a chance despite his mistake. During the next encounter with an animal-costumed crook, Andre is apparently killed because of Cisco's negligence.
Cisco is then captured by the Animal-Gang. He is brought to the gang's hide-out where he finds that Andre is still alive. Cisco is forced to join the gang as an Owl-Man. Cisco pulls a robbery for the gang and outwits the Blackhawks. However, he intentionally leaves a clue to guide them to the gang's hide-out. The Blackhawks arrive to save Andre and defeat the gang.
