Synopsis:
Bruce Wayne meets with Governor Putnam to gain funding for his victims assistance program. The governor introduces Bruce to Senator Lincoln Webster who is trying to pass an anti-crime bill. Webster wants Bruce to join him in Washington.

After Bruce and the Senator board a commuter plane, criminals hijack it. Bruce tries to stop them, but he is overpowered and placed in the storage compartment. He escapes and dons his Batman costume, but the crooks force him to surrender by threatening Webster.

Once back in the storage compartment, Batman manages to free himself again and resumes his Bruce Wayne identity. The criminals are then surprised when Batman turns up missing. They hope to keep Webster prisoner long enough so that his bill is defeated in the senate. However, Bruce is able to surprise the crooks by inflating his Batman costume. This time he is able to overcome the crooks. The pilots then take the plane to Washington, and the senator ensures that the bill is passed.
