Synopsis:
The Flash thwarts a radium robbery at a hospital. During his battle with the crooks, Flash recognizes one of them as Jeb Young, a friend of Jay Garrick. Jeb explains that he was suffering from an incurable disease. A scientist named Adam Addams offered to cure him for a year's service. Jeb agreed to the deal and was sent to rob the hospital.

Addams wants revenge against Dr. French for marrying the girl he wanted, Louisa. Addams has perfected synthetic masks that allow him and his men to look like other people. He sends his men to French's hospital disguised as real doctors to murder patients. Flash stops the murders, rescues French who was kidnapped, and follows Addams. The evil scientist escapes in a submarine while Flash rescues Louisa.

Sometime later, Addams establishes an island base for his experiments. He has transformed several horses into centaurs and sends them to raid a hospital. While the Flash combats the centaurs, Addams kidnaps Manning, Jay Garrick's college chemistry teacher. He hopes to force the professor to reveal the secret of the Flash's powers. After defeating the centaurs, Jay is led back to Addams's island. The crook escapes with Manning just before Flash can capture him.

After escaping the island, Addams lures his foes to a mansion in the Arizona desert. He traps them at the house and frames the Flash for murder. Manning has developed a formula to slow a person down, so Addams exposes Flash to the fumes. The formula removes the Flash's speed allowing Addams to capture him.

Powerless, Flash is locked in a room rigged to kill him with extreme heat. However, the heat counteracts the slowness formula, restoring his speed. Flash escapes, then discovers secret tunnels under the mansion which allowed Addams to frame him with the help of a phony Flash. Flash rescues the other guests, but Addams injects himself with the speed formula which Manning has finally discovered. Flash then battles Addams who is unable to control his newfound speed. Addams then injects himself with another formula which kills him.
