Synopsis:
Doctor Donald Blake joins an expedition to the South American country of San Diablo which has been ravaged by civil war. Blake and the other doctors in the group intend to give aid to the injured and sick. The leader of the pro-communist faction, known as the Executioner, sends planes to destroy the ship bringing the doctors to San Diablo. Blake becomes Thor. He stops the planes and sees that the ship reaches its destination safely.

Once in San Diablo, the Executioner tries again to kill the doctors. He does not want the aid to be given to his people. Thor creates a storm to fend off the communist troops, then he destroys their tanks. However, Blake's nurse Jane Nelson is captured. Thor is forced to stand down.

Thor becomes Blake again and allows himself to be captured. Once inside the enemy camp, he becomes Thor again. During the ensuing fight with the San Diablo army, Thor causes a volcano to erupt. The Executioner attempts to flee with the country's gold reserve. He is captured by his own men and executed. With the leader slain, the relief workers are able to complete their mission.
