Synopsis:
Corrupt Mayor Grimm uses strongarm tactics to prevent opponents from running against him in the election. Johnny Quick attempts to help a former city councilman campaign. Grimm's hoods try to stop him, using force and trickery. Johnny turns the tables on Grimm by inciting a riot. Grimm is forced out of office and a fairly elected, honest replacement is voted in.
